It was done that way to maximize retail and minimize the apartments over the street on Broadway, which are less marketable than those in the tower.
My mistake -- I assumed it was a zoning requirement as it seems every other building on Broadway in the area has a similar looking base. The economics of it make sense though.Originally Posted by ZippyTheChimp

I walked up there yesterday and it's already changing the look of Broadway (for the better)---even the low height on Broadway creates a distinct street-wall together with the buildings further north.
Vacant lots suck, and that was a prominent vacant lot for far too long.

Here is a rendering of the Broadway street level from the Stern website that I haven't seen before on 15cpw.com.
This building will be a great addition no matter how you look at it. Wish some other buildings going up were crafted so well.

yeah, the limestone will look terrific.
Look at those big retail spaces! You can be sure some major national chains will be moving in on that block of Broadway.
The street-level facade is nicer than expected, but some sort of finishing gesture on the cornice would have been nice to see. An affected mansard roof, perhaps? Right now the cornice line seems far too abrupt.
Actually it could have been quite majestic if it were, perhaps, 2/3rds taller.
