I'm guessing, going across the page that numbers 4 is-
THE PARK ROW BUILDING 1899 (tallest building in the world for 8 years)

but I could be mistaken.
Perhaps it's just a made-up montage, but it looks authentic.
Any takers?

That looks like the final shots from Gangs of New York, no?
The fact that the Empire State Building is in the final two doesn't lend much credibility for authenticity, nor does the fake hill in the foreground.
Anyway, I think the Park Row building can be seen in #3. Just to the left of Woolworth is the Transportation Building, and immediately to the left of that are the twin domes of the Park Row Bldg. They can be seen in that position here:

Thanks NYatKNIGHT -
that's a good point- the Empire State does look a little out of place in that location....
And thanks for identifying the stills.

I think that a lot of the smaller "infill" buildings are fictional. All of the prominent towers really do (did?) exist. And it goes without saying that the Empire State Building is grossly out of place.
I think, though, that the building on the far right is actually on Broadway, on the west side of City Hall Park. It has a very high-pitched, mansard copper roof.
Travesty of travesties, however: the Municipal Building is absent from all of those vistas.
