"Hey Arnold" was set in the fictional city of Hillwood, a blending of Craig Bartlett's Seattle and a stylized New York.

If anything... probably bits of Brooklyn and the Bronx.

I think areas in Brooklyn most definitely. Also in Manhattan Valley there are some nice brownstone streets. Though as a whole Manhattan Valley doesn't look that much like Hey Arnold. :o One of my favorite shows by the way. Need to buy the seasons on DVD.
