Here is a cut and paste from another thread that talks about this tragedy -
I came across an article on Wikipedia that explains how the parcel for this building became ready for redevelopment at that time.

Wreath Ceremony Marks Anniversary Of Deadly Fire

Fire Commissioner Nicholas Scoppetta and other city officials and firefighters gathered Friday for a wreath-laying ceremony at the site of the former Wonder Drug Store in Manhattan.
The event marked the 42nd anniversary of the 23rd Street fire which claimed the lives of a dozen firefighters.
The fallen heroes represented every rank in the department, from probationary firefighter to Deputy Chief.
Relatives say they will never be forgotten.
"The fire happened before I was born. So all the stories I've heard about my grandfather were, you know, related to me from guys that he had worked with and guys who knew him back then," said Brian Finley of the FDNY. "They always said he was a tough guy, but fair. He was a lieutenant in the New York City Fire Department. That's, that's an accomplishment right there."
The 23rd Street Fire was the second-deadliest tragedy for the Fire Department, behind 9/11.
