How do you post pictures?

I can't seem to figure out how to post pictures like everybody else is, so that you can name the pictures and then have the picture underneath....

To post pictures on the forum, people upload their photos to other sites such as Photobucket (http://www.photobucket.com/), ImageShack (http://www.imageshack.us/) or Flickr.

Then, using the links (image links), they use the forum tags and to post them here. Soo...when you do that, you get something like this:

<insert image link here>

You just type the title of the picture above/below it.
