I dont know what it is but for some reason everytime i go to NYC, dawn is always the best time of the day. I guess because its the end of the hustle & bustle and is kind of relaxing right before it hits night time and i start running the streets like a Michael Johnson trying to catch the bus back to Philly on time! :p
anybody got any good ones?
A couple from the Upper West Side, early morning in June.

For taking pictures at dawn or dusk.
Start early. Set up your tripod and other equipment at least 30 minutes before sunrise or sunset to take full advantage of the opportunity. Pictures at dawn and dusk are best when taken from 30 minutes before sunrise or sunset to 30 minutes after.
Set your camera's white balance to daylight to get the most out of the sun's warm glow at dusk and dawn in your pictures. Auto white balance will neutralize these warm colors.
Turn off the flash. The flash will wash out color in your pictures.
Use the sky as a backdrop to your pictures. Using the sky will add depth and color from the rising or setting sun.
Use a tripod after the sun sets or before it comes up. Low light levels will require longer exposures, making your pictures susceptible to a shaky camera hand.
Look for shadows in your pictures. Dusk and dawn produce long shadows not seen at other times of the day. They can add dimension and interest to your subject or can be the subject themselves.
Take pictures repeatedly. During dusk and dawn, the sun's angle is changing every minute, so each picture will be different. Shooting the same subject for 30 minutes will give you a few pictures with just the right combination of light, color and shadows. Use your camera's automatic settings to avoid changing settings every minute.
