Two problems with the fact that all of these "A-list" architects are finally practicing in NY:
1) almost all of them reserve their worst work for NYC -- why? because of ridiculously absurd, building code, zoning code, clients, financers and everyone all consipiring to keep things as anesthesized as possible.
2) almost all these A-listers got established and made with adventeruous work other places, which means NYC is not at the architectural cutting edge -- instead with people like Rogers, Piano, Grimshaw and Foster, it's getting people who made their name in the 1970s, forty years later.
Instead of growing new talent, NYC is playing it "safe" by borrowing other city's "been there and done that architects." Moreover, this is reinforced by both city planning and also by clients: if a well known architect asks for a zoning change or code variance they get it, but if a new and up+coming small architect asks the same thing, then they find out they are not "quality" enough.
