99.9% yes.

If you are the member of an orginization that is doing something about a topic that is posted and people have discussed AND you are a member of the community here, then it is usually looked on differently.

Coming on in your first few posts and immediately plunking links down is usually met with a deletion and a suspension of your account.

That does not mean "come in, post a bunch of short interjections on here and THEN drop an ad on us". It just means that this is a community, not a pile of fresh meat.
